Your telegram No.161 [of 2nd Tovemb on Chinese immigration into Hong Kong].

At an interview with the Parliamentary Under-Secretary of State for Foreign Affairs on 6th November, the Chinese Ambassador said that he had been discussing the situation in Hong Kong with the Governor, who is now on leave in this country. The Chinese, Dr. Quo said, still resented the proposal for the establishment of an immigration bureau. He wished further to represent the views of his Government as being hostile to this development.

2. In view of your telegram under reference, Colonial Office have been informed that we see no objection to publication of the bill at Hong Kong.
